Inside Saudi Arabia’s Shift Toward Modular Water Systems

Fluence’s $12M deal with Tecnicas Reunidas shows how modular water systems are reshaping Saudi power projects

Saudi Arabia’s industrial water sector is drawing renewed focus as developers seek to manage water scarcity and complex project schedules. Modular water treatment systems are emerging as a practical option for power and industrial applications, offering a faster and more flexible alternative to custom-built plants.

Fluence has signed a contract worth about $12mn with Spanish engineering group Tecnicas Reunidas to provide modular water systems for a combined cycle power plant in the Kingdom. Deliveries and installation are expected to take place through 2026 and 2027.

The project will deploy Fluence’s prefabricated Niroflex™ technology, which is largely assembled off site before being installed. The approach aims to simplify construction and integration with the broader power facility. For large infrastructure projects, modular systems can help define project scope more clearly and improve predictability compared with bespoke designs.

Although this initiative reflects a specific project rather than a wider industry shift, it highlights why standardised systems are attracting attention in water-stressed regions. Modular solutions can be configured to suit particular processes and adjusted over time, allowing operators to adapt to evolving operational demands without replacing entire facilities.

Environmental and regulatory considerations are also driving interest. While this project is not linked to new rules, modular treatment units are often promoted as supporting efficient water use and compliance with discharge standards. Their adaptability could help operators meet future regulatory changes or shifts in operating conditions.

For engineering firms, incorporating packaged systems from specialist suppliers can streamline delivery and focus resources on core plant construction. Tecnicas Reunidas will oversee the main power facility while Fluence supplies water treatment within a defined scope.

As Saudi Arabia expands its power generation and industrial capacity, such projects demonstrate the practical application of modular systems. They suggest not a wholesale transformation of the market but a growing acceptance of standardised solutions where speed, clarity, and long-term reliability are at a premium.
